Custom CRM software development cost in Egypt, Saudi Arabia and Dubai in 2026, ready vs custom, and REGA and Trakheesi rules for real estate CRMs.
Short answer: Published 2026 prices for custom CRM software development vary a lot by country. In Egypt, one vendor starts custom builds at EGP 500K, and another guide puts a small-company system at roughly EGP 400,000 to 1,500,000. In Saudi Arabia, one consultant lists SAR 30,000 to 70,000 for a single-team system and up to SAR 600,000 for multi-branch setups. In Dubai, agencies publish from AED 18,000 for a small sales team. Ready-made CRMs like Salesforce start at $25 per user per month. For real estate, Gulf rules now shape the CRM itself: Saudi Arabia's 2026 marketing regulation requires a separate ad license before any property ad is published, and Dubai requires a Trakheesi permit for property ads.

Most sales teams I talk to do not start by asking for a CRM. They start by complaining. Leads come from Facebook, Instagram, property portals and WhatsApp, and nobody knows who called whom. A good agent leaves and takes the client list in a personal phone. The manager asks for a weekly report and someone spends Sunday building it in Excel.
That is the real job of a CRM: one place where every lead lands, gets assigned, gets followed up, and shows up in a report without anyone copying data by hand. I work on the backend of business systems with Laravel and PHP, and in this guide I cover what custom CRM software development costs in Egypt, Saudi Arabia and the UAE according to published 2026 prices, what ready-made CRMs cost, what real estate rules in the Gulf now require from your system, and how to get a quote you can compare. I opened every page cited here on November 4, 2026. The sources are at the end.
CRM or ERP: which one do you need?
A quick distinction before prices. A CRM manages the road to the sale: leads, calls, follow-ups, deals, quotes and the sales pipeline. An ERP manages what happens after: inventory, purchasing, accounting, payroll. Many companies need the CRM first, because that is where the money is lost. If your pain is stock, invoices and branches, read the custom ERP guide instead. Many systems end with both on one backend, which is the cheapest way to grow.
Ready-made CRM or custom CRM software development?
Ready-made CRMs are a sensible start. Salesforce's pricing page lists Starter Suite at $25 per user per month, billed monthly or annually, and Pro Suite at $100 per user per month, billed annually. You sign up today and start using it.
The cost scales with your team. Every new agent is a new seat, and the features you need most, such as automation, roles and integrations, sit in the higher tiers. In Egypt there are also subscription models that are not per user: Felukaa, for example, says its Sales System "is 30K EGP setup, then 20K a month," with no fee per user.
Custom CRM software development makes sense when:
- Your sales process is not standard. Units, projects, payment plans, brokers and commissions, or approvals between branches.
- The team is large or grows fast. At some size, per-user fees for years cost more than building once and paying hosting and maintenance.
- You need integration. Your ERP, accounting, website forms, WhatsApp, ad platforms, or government systems.
- You want the data in your hands. Leads and client history in your database, not split across a vendor and personal phones.
If none of this applies yet, a ready CRM is fine. I would rather tell you that now.
Egypt: what custom CRM software costs
Public Egyptian prices are few, but they exist:
| Source (Egypt) | Published price | Notes |
|---|---|---|
| Felukaa | Custom build "starts at 500K" EGP | Subscription CRM: 30K EGP setup, then 20K a month |
| Vilartech | About EGP 400,000 to 1,500,000 for a small company | Cites Buildn Tech; maintenance 15% to 25% of the build per year |
What I see moving the price in Egypt is local and practical. WhatsApp is the sales channel, so the CRM has to read and log conversations through the official API, not through a personal phone. Leads arrive from Meta lead forms and need instant assignment, because the first agent to call usually wins. And many real estate and contracting companies sell on installment plans, which means the CRM needs units, payment schedules and reminders, not just a contact list.
Saudi Arabia: prices and the 2026 real estate ad rules
| Source (Saudi Arabia) | Small / one team | Mid / several departments | Large / multi-branch |
|---|---|---|---|
| Khalid Arafa | SAR 30,000–70,000 | SAR 80,000–200,000 | SAR 220,000–600,000 |
| keyt | Published market range of about SAR 74,000–396,000 for most business systems | Up to SAR 1.5 million for large enterprise programs |
Khalid Arafa also estimates hosting, backup and monitoring for a mid-size system at SAR 400 to 1,500 a month.
For real estate companies, the bigger change is regulatory. On May 1, 2026, the Real Estate General Authority (REGA) announced the Regulatory Bylaw on Real Estate Marketing and Advertising. According to REGA, the bylaw requires a separate real estate advertising license before any real estate ad is published, with eight mandatory data items, including the license number shown prominently and its expiry date. A QR code may replace the detailed data. The bylaw text also obliges electronic real estate platforms not to allow any unlicensed ad and to remove an ad as soon as its license expires.
What this means for a Saudi real estate CRM: every listing record should hold the ad license number and expiry date, the system should stop a listing from being marketed without a valid license, and it should flag ads before they expire. If you run your own listings platform, the bylaw adds technical integration with REGA's systems and hosting the platform's server inside the Kingdom. Ready CRMs rarely model this out of the box. And if your CRM also issues invoices, the ZATCA Phase 2 guide covers that part.
UAE: real estate CRM in Dubai
Dubai agencies publish clear starting prices:
| Source (UAE) | Small team | Growth / mid | Enterprise |
|---|---|---|---|
| Digital Arab Agency | From AED 18,000 | From AED 38,000 | From AED 75,000 |
| Unicode | AED 25,000–60,000 | AED 60,000–140,000 | From AED 140,000 |
| CubicSofts | AED 10,000–40,000 | AED 45,000–100,000 | Overall range up to AED 300,000+ |
Digital Arab Agency also lists Zoho or HubSpot setup from AED 3,500 and maintenance from AED 800 a month. CubicSofts estimates that an official WhatsApp Business API integration adds AED 3,000–10,000, and that a proper Arabic and English right-to-left interface adds 20–30% to design and development.
For real estate brokers, the Dubai Land Department's ad permit service covers electronic ads, classified ads and real estate promotion platforms, and requires a broker to provide a copy of the marketing contract with the property owner. DLD's brokerage practice guide states that brokerages "must obtain a permit for any real estate advertisement or marketing material through the Trakheesi system" and that "the permit number must be displayed on the ad." A Dubai real estate CRM should store the permit number and the owner's marketing contract against each listing before it goes to any portal.
What actually moves the cost of a custom CRM

From the backend side, these items change a quote most:
- User roles. Agent, team leader, sales manager, broker partner, finance, admin. Each needs its own view, permissions and reports.
- Lead sources. Website forms, Meta lead ads, property portals, call tracking and WhatsApp, each with its own integration and duplicate handling.
- WhatsApp done properly. The official API, message logging per lead, and templates. The WhatsApp AI chatbot guide covers the bot side.
- Sales logic. Units and projects, payment plans, commissions, approvals and quote generation.
- Compliance fields. Ad licenses and permits in Saudi Arabia and Dubai, and e-invoicing where the CRM issues invoices. In the UAE, see the 2027 e-invoicing guide.
- Data migration. Moving years of Excel sheets and an old CRM, cleaned and de-duplicated.
- Arabic and English with RTL. Cheaper to plan from day one.
Mistakes I see when companies buy a CRM
- Buying features before fixing the process. A CRM does not fix a pipeline nobody agreed on. Write the stages first.
- Leaving WhatsApp outside the system. If conversations stay on personal phones, the CRM shows half the story.
- Skipping lead assignment rules. Who gets the lead, how fast, and what happens if nobody calls within the hour.
- Importing dirty data. Duplicates and dead numbers on day one make the team stop trusting the system.
- Accounts and code not in your name. Servers, the WhatsApp Business account, the domain and source code should belong to your company.
How to get a comparable custom CRM quote in 6 steps
Step 1: Map your sales pipeline
Write the stages from new lead to closed deal, and what has to happen at each stage. One page is enough.
Step 2: List every user role
Agent, team leader, manager, broker partner, finance, admin. For each, write what they see and what they can change.
Step 3: List your lead sources and channels
Website, Meta ads, property portals, phone calls, WhatsApp, walk-ins. Mark which must work on launch day.
Step 4: Add compliance and integrations
Ad licenses or Trakheesi permits for real estate, e-invoicing, your ERP or accounting system, and any existing data to migrate.
Step 5: Ask for an itemized quote
Ask for separate lines for design, the CRM core, each integration, data migration, testing, training and the first months of support. Compare line by line.
Step 6: Confirm ownership and running costs
Make sure the code, servers and WhatsApp account are in your company's name, and get a written estimate of monthly hosting and maintenance.
FAQ
How much does custom CRM software cost in Egypt in 2026?
Published Egyptian figures are limited. One vendor starts custom builds at EGP 500K, and one guide puts a small-company system at roughly EGP 400,000 to 1,500,000. A focused first version costs less, and the final price depends on roles, integrations and data migration.
How much does a custom CRM cost in Dubai?
Dubai agencies publish starting prices from about AED 10,000 to 25,000 for a small team, AED 38,000 to 140,000 for growth builds, and from AED 75,000 to 140,000 upwards for enterprise systems, depending on the source.
Is a ready-made CRM cheaper than a custom one?
To start, yes. Salesforce Starter Suite is $25 per user per month. Over several years with a growing team, per-user fees can exceed the cost of building once and paying for hosting and maintenance, so compare three to five years, not the first month.
What does a real estate CRM need in Saudi Arabia?
Under REGA's 2026 marketing bylaw, a separate ad license is needed before any real estate ad is published. A CRM should store each listing's license number and expiry date and stop unlicensed or expired ads from being marketed.
What does a real estate CRM need in Dubai?
The Dubai Land Department requires a Trakheesi permit for real estate advertisements, including electronic and classified ads, and the permit number must be shown on the ad. The CRM should store the permit and the owner's marketing contract per listing.
Can a CRM connect to WhatsApp and my ERP?
Yes. A custom backend can connect to the official WhatsApp Business API, lead forms, your ERP or accounting system through APIs, so every conversation and deal lands in one place.

Planning a CRM?
Send us a short description of your sales stages, your team roles and where your leads come from. We will tell you honestly whether a ready CRM is enough or a custom one makes sense. All our work is custom. To start small, our proposed Admin Dashboard / Mini CRM package starts at 49,000 EGP and covers up to six modules, such as clients, leads, tasks, contracts or units, invoices and reports, with roles, Excel import and report export. It does not include full accounting, complex inventory, integration with an external ERP or a mobile app, and WhatsApp or email integration is a proposed add-on from 6,000 EGP. The final price is confirmed after scoping. You can reach the Golden Code team from the contact page.
